1989年，扶贫工作纳入农业发展规划，筹集资金45万元。102家大中型企业同102个贫困村确立了"厂帮乡(村)"的关系，其中有45家落实了扶持项目，共为乡提供70万元生产资金，支持生产建设。全市贫困户经扶持当年脱贫4 300户，占贫困户总数的40．7％。
