2009年，哈尔滨市统计部门坚持依法统计，统计法规效力增强。开展新的统计法规学习宣传活动。探索实行集中联合执法检查和专业人员参与执法检查，增强统计执法力度和效果。全市检查基本统计单位1579家。其中，市统计局检查311家，立案34起，给予行政警告14起，实施经济处罚20起。
