2001年，结合撤并乡镇和乡镇村调整工作，加强了乡镇政务公开工作。全市193个乡镇中，有152个达到省政府规定的政务公开规范化标准，占全市乡镇总数的78％。全市1 874个村全部实行了村务公开，其中1 781个村达到规范化标准，占全市村委会总数的95％。
