1997年，市政府从新菜田开发建设基金中拿出60万元，用于解决开发复垦的资金不足，提供优惠政策，鼓励开发复垦，全市完成开发复垦7 917公顷，超计划44％，保持全市耕地总量动态平衡，复耕闲置撂荒建设用地70公顷。
