1946年2月通河县民主政府建立后，设立了司法科，负责全县司法工作。1948年12月，根据松江省政府决定，通河县撤销司法科成立人民法院○31。县长程志清兼任法院院长，周培尧任副院长。
1949年6月，周培尧离任，樊彩然任法院副院长。
